Attorneys have a legitimate need for skip tracing so as to locate certain individuals. The skip tracing need may occur whether the individuals are witnesses or, at times, the attorney’s own clients with whom they may have lost contact. Reputable private investigative firms are reluctant to take skip tracing assignments to locate people from the private sector since we cannot be certain as to the motives behind such requests.
Investigative database searches require individual compliance with federal law; as such, there is greater access when the search is done in anticipation of litigation. The net effect is that we obtain more detailed information that aids us in our search for the individual whom you are trying to locate.

As a former president of the National Council of Investigation and Security Services, Mr. McGuinness chaired the second meeting of the “Roundtable Discussion between Data Providers and Private Investigators” in Washington, DC. He was able to develop an inside track into how data providers obtain, update and verify information and, in some instances, truncate identifiers in order to comply with existing law and the source company’s internal policy.

Skip Tracing and Investigative
Why does my firm have to pay for the skip tracing service if you are unable to locate or confirm the location of the individual?
There is a certain level of intelligence gained by an unsuccessful skip tracing effort. You learn that the subject of the investigation may be transient or purposely obscuring his/her location for a number of reasons.
You can be assured that all the basic steps and top level data sources, both private and public, have been accessed in order to locate the person. We often put in more time and utilize more resources in attempting to locate the more difficult skips. The other important factors are the commonness of the name and the number of provided identifiers such as date of birth, social security number, spouse name, or former addresses.
The more data you provide to us, the better chance of a successful skip trace.
Are there additional ways in which I can locate hard to find witnesses whose whereabouts cannot be ascertained by skip tracing?
We have a second level search entitled “Second Level Skip Trace Investigation” whereby you can authorize an additional 2 hours investigation at $75.00 per hour for a total of $150.00. We suggest that you order the basic skip trace first and then utilize the additional investigation if needed. Often, we suggest that the law firm attempt service of process if that is required at the address that we provide in the basic skip trace, even if unconfirmed. If it is apparent through your process server’s efforts that the subject is not at that location, then we recommend the additional 2 hour investigation.
